Answer: The Personal Telco Project, a non-profit group, offers free wireless Internet in the City of Portland.

It started with individuals setting up "nodes" in their homes and now it has spread to parks, businesses, and many public spaces.

Why do they do it? Because they believe that free wi-fi is both "cool and empowering." Sweet!
